Más del 22% de la población de Castilla y León se encuentra en situación de pobreza

“En España, hemos tenido en los últimos años un crecimiento como nunca, pero una tasa de pobreza como siempre”, afirmaba ayer en Valladolid Carlos Susías, presidente de EAPN-España.

Según la Encuesta de Condiciones de vida, en 2007, un 22,6% de la población en España se situaba por debajo del umbral estatal de la pobreza. “Los sistemas de protección social impulsados hasta ahora no han conseguido reducir las tasas de riesgo de pobreza. En comparación con otros países de la UE, España tiene uno de los sistemas de protección social menos eficientes“, apuntaba ayer en Valladolid José Manuel Morales, Jefe de Servicio de Planificación y Estudios de la Dirección General de Política Social, de las Familias y de la Infancia del Ministerio de Salud y Política Social, durante el seminario celebrado en el marco de la iniciativa ‘A favor de la Inclusión Social, IntegrACTÚA’, cuyo objetivo es fortalecer las políticas de inclusión social en España.

En 2005, la Junta de Castilla y León aprobó el Plan Estratégico de Acción Social de Castilla y León, desarrollado en los respectivos Planes Sectoriales para infancia, personas mayores, personas con discapacidad y otra población necesitada de ayuda. Dicho Plan ha enmarcado la política social de los últimos años. En la actualidad, se está tramitando la Ley de Servicios Sociales y atención a la dependencia que articulará toda la acción social de esta Comunidad y constituirá el punto de partida de desarrollos posteriores. Rogelio, una de las personas que han inaugurado el seminario, explicaba su experiencia tras haber logrado la reinserción o inclusión social: “para conseguir encontrar la estabilidad en mi vida ha sido importante el apoyo emocional y la comprensión que me ha ayudado a superar el sentimiento de soledad y abandono en el que me encontraba…”.

Ahora, La Junta de Castilla y León, a través de la Gerencia de Servicios Sociales, y el Ayuntamiento de Valladolid, junto con EAPN Castilla y León se han sumado al proyecto A favor de la inclusión social 2009, ¡integrACTÚA!, para discutir sobre las políticas de inclusión social, sobre todo las más cercanas a las personas, las del ámbito local. Milagros Marcos Ortega, Gerente de Servicios Sociales de la Consejería de Familia e Igualdad de Oportunidades de la Junta de Castilla y León explicaba que “no se pueden entender las políticas sociales desde las administraciones, sino con la colaboración de otras organizaciones (ONG, empresas, etc.) y también de las personas que padecen esas situaciones de exclusión social“. Este seminario y los siguientes que se celebren a lo largo de 2009 y 2010 en cada una de las comunidades autónomas pretenden integrar las iniciativas de la Comisión Europea y las políticas europeas con las actuaciones a nivel local.

 

La inclusión social supone el compromiso de todos, sobre todo de los gobiernos.

Vivir en una sociedad inclusiva requiere un compromiso real de todas las personas y unos gobiernos responsables que inviertan en recursos suficientes para reducir los niveles de pobreza y exclusión social. Cada Gobierno local en Castilla y León ha optado por un modo de plasmar sus políticas y compromisos, algunos entes locales como el Ayuntamiento de Ávila (I Plan Municipal de acciones para la Inclusión Social 2009-2015) o el Ayuntamiento de Aranda de Duero (Plan Sectorial de Acciones para la Inclusión Social 2006-2009) lo hacen a través de un único Plan, aunque la mayoría de Ayuntamientos y Diputaciones lo hacen a través de Planes Sectoriales y Específicos por colectivos o materias. “El trabajo en red es importantísimo, en un periodo de crisis no nos podemos permitir duplicar recursos“, explicaba Rosa Hernández, Concejala de Bienestar Social, Empleo y Familia del Ayuntamiento de Valladolid, durante el seminario de ayer.
