La Comisión de Trabajo del Congreso de los Diputados ha aprobado este jueves el proyecto de ley que regula la prestación por cese de actividad de los trabajadores autónomos, que será de entre seis meses y un año según el periodo de cotización.

Aumento de las cotizaciones a la Seguridad Social de los trabajadores autónomos para garantizar un ingreso adicional a las ya de por si esquilmadas arcas de la Tesorería de la Seguridad Social. Una nueva tomadura de pelo que más que mejorar las condiciones de los autónomos busca, con urgencia, asegurar unos cuantos miles de millones de euros de ingresos adicionales, con los que cubrir el agujero que han provocado con una indiscriminada labor social de la que los menos favorecidos somos, precisamente, los españoles que inocentemente votamos a un gobierno que cuidase de nuestra España plural, de nuestros hijos y de nuestros mayores.  Falta concretar muchos aspectos de la ley, que con toda seguridad sufrirá enmiendas, pero se vislumbra que no aportará beneficios especiales y sí una carga económica más para todos los trabajadores autónomos, que no se beneficien de las ventajas de ser emigrantes, ya que no será fácil acceder a dichas prestaciones que nos plantean muy bonitas pero se nos ocultan las limitaciones.  

El proyecto de ley, que ha sido aprobado por unanimidad, contempla prestaciones de tres tipos: de seis meses para los autónomos que hayan cotizado menos de 43 meses; de ocho meses para quienes lo hayan hecho entre 43 y 48 meses y de un año para los trabajadores por cuenta propia que hayan cotizando más de 48 meses. Además, se ha incluido una enmienda al proyecto de ley que permite que los autónomos que tengan entre 60 y 64 años cobren un año de prestación con una cotización mínima de 43 meses (en lugar de 48, como es para el resto). El proyecto de ley tendrá que pasar por el pleno de la Cámara Baja, previsiblemente el 27 de mayo, y después irá al Senado. Los portavoces de distintos grupos parlamentarios se mostraron satisfechos por la aprobación de este proyecto de ley que, recordaron, ampara a un colectivo de 2,3 millones de personas. 

Desde el PSOE, el diputado Jesús Membrado aseguró que España es el primer país de la UE que tiene en marcha la aprobación de una prestación de este tipo. En su opinión, con este proyecto de ley se crea un sistema de protección voluntario que es sostenible, basado en “tanto cotizas, tanto puedes conseguir”, y con suficientes garantías como para mantenerse en el futuro. Frente a la postura socialista, el diputado de CiU Carles Campuzano pidió al Gobierno que no haga excesiva propaganda sobre este logro, sobre todo ahora que las políticas públicas del gobierno, especialmente las sociales “gozan de poca credibilidad”, en alusión al recorte de gasto anunciado ayer por el jefe del Ejecutivo, José Luis Rodríguez Zapatero. Campuzano celebró la aprobación del proyecto, pero recordó que “ha llegado tarde” porque “lo peor” de la destrucción de empleo entre los autónomos ya se ha producido. 

Desde ERC, Joan Tardá agradeció la disposición del PSOE para pactar enmiendas, y en concreto valoró que el modelo se vaya a revisar en dos años. “Ojalá el entendimiento con el PSOE en todo fuera tan feliz”, ironizó Tardá. Las organizaciones de autónomos 

Las dos principales organizaciones de autónomos del país, ATA y UPTA, mostraron su satisfacción por la aprobación del proyecto de ley, que hace realidad una reclamación que estos colectivos vienen haciendo desde hace muchos años para equiparar su protección a la de los trabajadores por cuenta ajena. Para el presidente de la Federación Nacional de Trabajadores Autónomos (ATA), Lorenzo Amor, el proyecto de ley supone “un gran paso adelante” en la mejora de la protección social de los autónomos y cree que los dotará de una cobertura “justa y digna” en caso de cese involuntario de la actividad. 

Mientras, el secretario general de UPTA, Sebastián Reyna, se alegró de que aumentasen los periodos de prestación consideró que la fórmula que aprobó la Comisión de Trabajo del Congreso de los Diputados “equilibra bien” el aumento de las cotizaciones de los autónomos con la mejora de sus prestaciones.
