Carlos, de principio, un fuerte abrazo compañero. Estoy en tu misma situación y también he llamado a todas las puertas habidas y por haber, incluidas esta página. Por cierto, estoy muy agradecido a ella.El camino no es fácil, yo llevo más de tres años y lo he intentado por varias vías:
Ayuntamiento, Asociación, Tribunal de la Competencia, Sanidad, Distribuidoras, Hacienda, Tribunales, Defensor del Pueblo, Oficina del Consumidor, Periódicos,….

Te animo a que no desfallezcas y sigas denunciándolo.
Te comento brevemente la vía municipal:

Para vender prensa en la panadería (la norma sanitaria lo prohíbe) el ayuntamiento te exige estar dado de alta en el epígrafe de venta de prensa en el IAE (impuesto actividades económicas) y la licencia de apertura con su proyecto.
Si esto no lo cumple puedes denunciarles para que se haga efectivo. Si aun así se niegan, puedes hacer como te dice el compañero que les denuncio por prevaricación.
Esto último es un tanto desesperado pues te pones en una situación de fuerza frente al ayuntamiento que es el que te ha dado la concesión del kiosco y podría tomar represalias.

En cualquier caso intenta que el ayuntamiento te dé por escrito que dicha panadería no cuenta con estos permisos y tendrás una prueba para acudir a los tribunales ordinarios para poner una denuncia civil por daños y perjuicios.
